Town of Clendenin Mayor Bob Ore asked Kanawha County officials on Thursday to consider a plan to annex a stretch of U.S. 119 that currently runs through Clendenin, WV. Bob Ore went to the Kanawha County Commission to begin the process of annexing a 1.7-mile stretch of highway between Clendenin town limits and Interstate 79. County commissioners Kent Carper, Hoppy Shores and Dave Hardy will ultimately have to approve or turn down the annexation request. The strip of highway includes about five businesses, including the Mountaineer Auction House. Bob Ore said Clendenin town officials intend only to annex the road itself, not homes on either side of U.S. 119. He said Clendenin has never tried to expand, and that the town is hemmed in geographically and financially. "I feel that we need to grow the town in order to keep the town," Bob Ore said. But about a dozen nearby residents said they were against the idea, and presented a petition signed by 189 people who are opposed to the annexation. Many property owners on either side of the road fear Clendenin officials plan to annex them next, costing them higher taxes. Carper said county officials have been reluctant to approve such "umbilical cord" annexations, especially if the intention is merely to generate more revenue for the town. "I always call it annexing a cash register," he said. County officials took no action on the annexation request Thursday. Carper said the request, opponents' petitions and other information will be turned over to the county planning commission for a recommendation. He said public hearings on the proposal will be held in the Clendenin area before the county commission makes a final decision on the annexation plan.
